Jobless Rate increases, but why?

Is there a pattern in this? It seems that the higher to population, the higher to unemployment rate decides to go.

Today, studies reveal that the jobless rate in Canada has risen again, and has affected 'TeenZ' City, Windsor, which has the highest unemployment figures in the entire country. Although more jobs have been created over the last month, the economy not just in Canada, but worlwide, has had a downfall. The currency exchange rate between the Canadian and US Dollar is basically zero, which compared to around a year ago, it was at 1.2. So a huge difference there.

So when will the unemployment situation end? And will the economy ever find a way to pick itself back up?
